The PA Auto Theft Prevention Authority in cooperation with NE-IAATI and PACIA is presenting a seminar on Vehicle Finance Fraud.  This program is designed to provide the investigator and others with information as to the nature of these schemes to help determine if a crime has been committed, by what means, and to provide resources for the investigation of such schemes. 

The instructor is Todd Wolf, who is a Senior Auto Fraud Investigator with Ally Financial.  Todd is a retired 23 year veteran of the California Highway Patrol where he served as a vehicle theft investigator.  He is a nationally recognized vehicle theft expert and is court recognized as an expert on vehicle theft by means of fraud, including title washing, vehicle subleasing schemes, ID theft, synthetic IDs, and fraudulent credit applications.  He is an active member of IAATI and an IAATI certified vehicle theft investigator.

This 4 hour course will provide information on why these schemes occur, the methods and techniques used by criminals to engage is such activity, an overview of the types of schemes that may be encountered, the types of vehicles that are generally targeted, the criminal groups and organizations typically involved, and methods used to discover and investigate such schemes.

Registration is open to Law Enforcement Personnel, SIU Investigators, and Finance Managers from area Auto Dealerships.  There are 125 training slots available on a first come, first accepted basis.  There is NO fee for this training.  Municipal officers will earn 4 MPOETC CLEE credits for completing this program.

The mission of the Pennsylvania Auto Theft Prevention Authority (ATPA) is to enforce, prosecute, and prevent auto theft. ATPA is made up of a statewide network of law enforcement grantees: nearly 100 highly-skilled, specially-trained police officers, state troopers, detectives, prosecutors, paralegals, and support staff. These grantees target both the individual joyrider out to steal a car, as well as the complex, sophisticated international theft rings that smuggle high-end vehicles and cargo overseas. The Authority was created by the General Assembly in 1994, and since inception has contributed to a 78% decrease in the rate of motor vehicle theft in Pennsylvania, compared to a national decrease of 50%.
